“Strange”Operation and Management Logics of Private Enterprises in China

  Abstract:: China's private enterprise boss when he faced the scientific management always appears very radical idea, but in actual execution of the enterprise is full of all kinds of management logic paradox, even some "mysterious" of management theory and ideas.

  Facing to the management consultation of private enterprises in China, the counselors discovered that bosses of private enterprises were always seemed very radical on ideology when they faced scientific management. However, in actual execution of enterprises, they were full of various kinds of management logical paradoxes. In the past management consultation, it discovered that management logical paradoxes of private enterprise owners in China were surprisingly similar. They often focused on erection of individual image, expanded extremely on the authority of enterprises, pursued to high return industry, lacked deep development of the industry, ignored objective data and were keen on politics. Therefore, the counselors took analysis on sample enterprises and summarized following several management logical paradoxes.

  Firstly, it has estrangement between power and management. When the shareholders of private enterprises in China face enterprise management, the 1st though is to search one who understands management well to manage the enterprise. Professional manager who is employed with high salary always takes scientific and useful management logics to the enterprise and makes changes for the enterprise. At the moment, the shareholders are afraid of such kind of management logics may bring uncontrollable situation. Thus, the professional manager is made as a mere figurehead. Those shareholders who give out authorities also will recover the management authorities some day, so that the enterprise falls short of success for lack of a final effort when it is reformed to a certain stage. At the moment, the shareholders will attribute the problem to the professional manager, so that the processional manager shall undertake undue guilt. On the other aspect, the professional manager may not make effective suggestion for the operation and management of the enterprise sometimes, and he strives for personal profits.

  Secondly, it has politicized management logics. Politicized management though of enterprises is to manage the enterprise in a national form, take the national governance policies as the management policies of enterprises, and take the national political logics as the management logics of enterprises. The enterprises favor to take part in national politics externally, so as to obtain certain political position from the government. However, it has a logic problem between national politics and enterprise management. The politics strengthens more on stability and security of a nation, but an enterprise strives for development and survival. Though certain political advantages may be obtained in a certain period, such advantages are not suitable to the development of the gradually opened market economy. To understand the politicized management of private enterprises, it can be viewed from the thought guidance publicized in the management circle in China.

  Finally, it has excessive short term investment behavior. Enterprise owners in China focus on short term investment and return excessively. They always want to make the enterprise enlarge. Even they may enter into any industry which is profitable to make money. For enterprise administrators, they may enter into an industry, obtain high profits from the industry and then leave the industry if they think the industry has high ROI. Such kind of excessive investment behaviors are harmful for the industry. Scientific management is a mark of an enterprise from manual workshop to interpretation. Additionally, the management logics make the enterprise management have rules to be followed. Facing to the “strange” management logics, we shall not only analyze the external causes, but also shall consider the personal growth experience of Chinese private enterprise owners. Gratifyingly, as the 2nd generation of administrators of private enterprises in China obtains the real management authorities gradually, it will reduce the existence of such management logical paradoxes to some extent since they have received systematical cultivation and training of western management thought.
